We do not provide care services or sell placements. Our role is to support informed, thoughtful decision-making grounded in transparency and professional integrity.

We begin by listening and taking time to understand what matters most to you, how daily life is going, and what services may be helpful now or over time.

From there, we provide clear, step-by-step guidance – helping families understand what each level of care involves, what costs to expect, and which vetted providers may be a good fit.

Why We Founded QHC Advisors

After decades working inside senior healthcare – leading licensed care organizations, navigating regulatory oversight, and supporting families through complex transitions – we recognized something important.

 

Older adults and families are often asked to make significant care decisions without fully understanding the system around them.

 

Healthcare options can be fragmented. Information can feel overwhelming. Referral models are sometimes influenced by financial arrangements that are not always visible. And well-intentioned providers may still operate within structural incentives that families do not see.

We founded QHC Advisors to offer something different.

As licensed healthcare administrators and operators, we understand how care is delivered, how providers are structured, how benefits work, and how decisions unfold in real time. We have seen the operational, regulatory, and financial realities behind senior care – and we believe older adults and families deserve clear, objective guidance before making important decisions.

QHC Advisors was established as a California-licensed senior healthcare referral agency to provide independent, thoughtful guidance grounded in experience – not sales incentives.

Our role is not to steer older adults and families toward a particular provider.

QHC Advisors is led by licensed healthcare administrators with formal training in aging services and hands-on experience across senior housing, home care, hospice, and community-based care settings. Their combined experience spans clinical operations, regulatory oversight, and complex care environments.

Miniver Choi

Co-Founder & Managing Director

Miniver Choi brings hands-on operational leadership across hospice, home care, senior housing, and advisory services. As a licensed California Residential Care for the Elderly (RCFE) Administrator and co-owner of licensed home care and hospice organizations, she has direct experience supporting care across in-home settings, assisted living, memory care, skilled nursing, and hospice.

 

Her background combines healthcare operations with financial and governance experience, providing practical understanding of how regulatory requirements, reimbursement structures, and organizational realities shape care options available to families.

 

Ms. Choi also serves on the board of a nonprofit affordable senior housing community, maintaining close connection to the needs of lower- and moderate-income older adults.

 

At QHC Advisors, she provides structured, measured guidance — helping families understand options clearly and make thoughtful decisions without pressure.

Brent Chappell

Co-Founder & Managing Director

Brent Chappell has more than three decades of experience across senior healthcare and senior housing, with leadership roles spanning care operations, regulatory oversight, portfolio management, and financial governance.

 

He co-owns licensed California hospice and home care organizations and has worked extensively with care teams, operators, and families across the senior care continuum — including independent living, assisted living, memory care, skilled nursing, and hospice.

 

Mr. Chappell holds a Master of Aging Services Management from the University of Southern California’s Davis School of Gerontology, reflecting formal training in aging services leadership and policy. His background combines operational depth with experience navigating regulatory environments, reimbursement systems, and complex care transitions.
